Jharkhand implemented the PESA Act after 25 years

Jharkhand notified PESA rules in January 2026. This came 25 years after state formation in 2000. It empowers tribal Gram Sabhas in Fifth Schedule areas.​ Rules apply fully in 13 districts like Ranchi and Gumla. Partial rollout in 3 others. It gives control over land, water, forests.​ Chief Minister Hemant Soren calls it historic for tribal self-rule.​

PESA Act (Panchayats – Extension to Scheduled Areas Act, 1996)

The PESA Act, 1996 is an Indian law enacted by the Government of India to extend the provisions of Panchayati Raj to Scheduled Areas, which are predominantly inhabited by tribal (Adivasi) communities.
